
PrimeRES Energy Corporation has made history in the power sector, becoming the first company to successfully implement the expanded Retail Aggregation Program (RAP), a key step towards achieving full Retail Competition and Open Access (RCOA).
Acting as a retail aggregator, it has secured a contract to supply Manila Water with cost-effective electricity for its facilities, primarily sewage treatment plants located within the Manila Electric Company (Meralco) franchise area.
This marks a significant shift for Manila Water, which has transitioned its first 10 facilities, totaling 500 kilowatts, from the captive market to the contestable market.
“We are committed to providing our customers and partners with access to affordable and reliable power tailored to their specific needs,” PrimeRes president Roel Castro said.
“We are grateful to Manila Water for their trust, especially as we share the same goal of providing consumers with high-quality service at reduced costs.”
PrimeRES has lauded the Energy Regulatory Commission (ERC) for implementing the Retail Aggregation Program (RAP), a crucial initiative that advances consumer choice and brings the country closer to achieving full Retail Competition and Open Access.

“This program strengthens our efforts to bring more sustainable power solutions to help address the country’s growing demand for electricity services,” Castro added.
ERC’s Resolution 13, issued in August 2024, established the “Omnibus Rules for Customer Choice Programs in the Retail Market.”
